On 17 February 2026, Myanmar enacted the Amendment to the Private Health Care Services Law (Law No. 7/2026) (“Amended Law”). The Amended Law introduces two new categories of regulated private health care businesses, revises key terminology and licensing procedures, and strengthens compliance obligations and penalties.

The Amended Law requires operators of private health training school businesses to maintain an appropriate administrative and management system, affiliate with hospitals for clinical training, and ensure adequate facilities for non-clinical programmes. It also requires private outpatient surgical services business operators to operate at a stipulated level of competency and hygiene.

Operating private health care services without a licence now carries a penalty of imprisonment from one to five years for hospitals and training schools, and three months to one year for other facilities, plus fines.
