
COVID-19 Response: FAQs (MCO 2.0)

Knowledge Highlights 1 March 2021
On 11 January 2021, the Prime Minister of Malaysia announced the imposition of a “Movement Control Order” (“MCO 2.0”) in the states of Penang, Selangor, Melaka, Johor and Sabah, and the Federal Territories of Kuala Lumpur, Putrajaya and Labuan in order to contain the spread of COVID-19 in Malaysia. Another six states (Pahang, Perak, Negeri Sembilan, Kedah, Terengganu and Kelantan) have been placed under a “Conditional Movement Control Order” (“CMCO”), whereas Perlis and Sarawak have been made subject to a “Recovery Movement Control Order” (“RMCO”) for the same period. These measures will remain in force for two weeks from 13 January until 26 January 2021. For more details, please see our article in relation to the MCO 2.0 here.
Subsequent to the announcement on 11 January 2021, MCO 2.0 was imposed in the state of Kelantan from 16 January until 26 January 2021, and in Sibu, Selangau and Kanowit districts in the state of Sarawak from 16 January until 29 January 2021. The remaining districts in Sarawak have been placed under CMCO from 18 January until 31 January 2021. The districts of Seremban and Port Dickson in the state of Negeri Sembilan have been placed under MCO 2.0 from 19 January until 1 February 2021.
On 19 January 2021, it was announced that the states of Perak, Kedah, Perlis, Negeri Sembilan, Pahang and Terengganu will be placed under MCO 2.0 from 22 January until 4 February 2021, thus bringing the entire country except for certain parts of Sarawak under MCO 2.0.
On 21 January 2021, it was announced that MCO 2.0 imposed in Penang, Selangor, Melaka, Johor, Sabah and Kelantan, and the Federal Territories of Kuala Lumpur, Putrajaya and Labuan has been extended to 4 February 2021.
On 2 February 2021, it was announced that MCO 2.0 imposed on all states except Sarawak has been extended to 18 February 2021.
On 16 February 2021, it was announced that MCO 2.0 imposed in Selangor, Kuala Lumpur, Johor and Penang has been extended to 5 March 2021. Other states that were under MCO 2.0 previously will be placed under CMCO, effective from 19 February 2021 to 4 March 2021, while Perlis will be placed under RMCO.
